Fails to pinch texture fashion (Fallout 4)

We tried using the dds converter and Paint.net but some textures are just not open. Do you have any suggestions/programs/instructions?

Not justified the high resolution textures, weapons are very slow to load.

In the Creation Kit has its own utility to convert textures/meshes...
...or try to use the optimizer from Skyrim (textures in dds like no difference) - http://www.nexusmods.com/skyrim/mods/12801/
