Mouse lag in games

I wrote a similar theme and was searching through the Internet, but anything sensible did not find. I have the feeling that it changes sensitivity, first to move it is impossible, and then it goes but after some time appears again, mostly when making sharp turns. Found titanfall 2, before that was rainbow six siege. Mouse a4tech bloody v7, this was a rather ordinary office mouse, but it was a bit on another PC (i5-4460 R7 250x). Now the gtx 1070, i7 4790К settings grafone changed in different ways, Vert sync is also changing. On the English forumal wrote that the case with the CPU cores, but I did not catch that thought.
