Bug not allowing to build a spaceport (Stellaris)

Build world-ring and after colonization of the last sector it is impossible to build a spaceport. All other sectors are freely built of a spaceport. The removal of the military stations, space ports with other sectors - does not help. And Yes, in orbit it is nothing and it's nothing to uninstall I cannot because I do not see... There is a solution of type console commands, edit saves or other magic?
