Left still on HIGH, but lifted the texture quality is on ULTRA. And here it is: the game is constantly frieze, fps is sinking. Lowered texture quality to VERY HIGH - the picture has not changed. Then I put the profile on ULTRA, but quality textures left on HIGH. And voila! The game consistently gives 45 to 60 fps in the city without any hint of the friezes. But I have one question: what the fuck is the difference between ULTRA and HIGH textures, also killed performance?! Brought below picture for comparison.
