Not working the launcher the Total War on Steam (Total War: Shogun 2)

Downloaded Steam game Total War: Shogun 2 starts it shows that I'm in the game for about 2-3 seconds, but nothing starts, and I had to start the launcher. When I try to run the launcher in hand, says failed to INITIALIZE STEAM! But I have Steam running. What it means, how to solve it ? Maybe it is because of this the game started ?
