Inadequate flickering textures, ladders, z-fighting

So, I have six months struggling with inadequate, out of nowhere the undertaken problem of permanent ladders and flicker textures in games. And, as I understand it, these are two separate.

One is that when I make any movement in the game - a certain distance I begin to frantically flicker and sparkle almost all the objects. Approaching them, the problem is solved, the other objects recede into the distance flashed. In some games more, some less. It feels like the games not running smooth (even when it is on maximum). But the problem now is that this nonsense is even in the game I haven't played and now going found these flicker. For Example, Euro Truck Simulator. In addition, the problem is even noticeable when I watch videos on YouTube, and just interact with the desktop.

In the end, this problem generally does not normally play. The problem with the runny texture is only in some games. But here's the problem of ladders and flicker in all games without exception (yesterday, found this problem at all in minecraft).

I spent six months trying to understand what was going on, went through the iron just checked the BP monitor and the motherboard. All other attempts in what have not resulted.

I can't afford to replace the whole computer, buy a separate spare parts - also don't see the point, because there is a feeling that it is impossible to calculate the real victim of this. I don't want to start holivar about conspiracy theories, about what all the developers have done, so we bought a new card and monitors.I have tried so many different: replacing most of the parts (my friends lent), full demolition and reinstalling drivers, contacting NVIDIA support, etc. is useless, the feeling that you need to buy a new PC with a new monitor.

I just want to know from those who have experienced this, have you found a solution? Because I found a lot of people complaining about it as well as I, but none of them have not solved the problem.
