A couple of questions about the world Congress (Sid Meier's Civilization 5)
1. How to make suggestions? For the second Congress in a row the same 2 civilization contributed almost the same sentence. And I have nothing to add.2. Can we get out of Congress, that the resolutions had no effect on my civilization?
3. And one more question. How to hire spies? There must be a way. They can not make themselves appear like great people.

After a while finally found the solution. Congress if I am not mistaken added to the DLC Brave New World, so just need to find somewhere zivko without this DLC.
