Error when you change points of the principles (Stellaris)

I changed in the game files the maximum number of points of the principles, characteristics and the number of civil laws. But now even if I fully use up sunglasses principles when creating a race, the game insists that you need to spend more and does not create race. When I returned to the available quantity in a standard value, then the game just repeats that you need to spend more. Maybe somewhere there is still a value that needs to change?
