How many settings I didn't change the fps remained at 25-30

Sometimes it helps to turn off vertical sync in the game, the video driver, I guess the performance depends on the processor.

what is not enough fps for such a blurry grafona. The engine is really poor, all objects are drawn in front of the nose.

I agree,it is the tendency of modern games,graphics 2007,and the system requirements are insane(another such example Mafia 3).
