The power of the General, what is it? (Fallout 4)

After completing the quest old gun there was such an inscription.what is it? I thought one of the perks. but in abilities, neither of which this is not.

Hmm, case mods on the Minutemen and/or homeless people there? AFAIK, this is due to one of the mods of the settlers.
