Actually, the card is not empty (as you put it). If you think well - almost all POI is located in a region Whistling wasteland, but if a little run around - you can find everything you need. BioWare even on completely open maps never outlined the boundaries of the regions did not sign their name. And no one in their right mind and memory will not run at the locations and determine these border regions only in order to then mark them on the map for such fellows as you who are too lazy to explore the area around. And your lost region is likely located within walking distance from the camp, statue.
