After leaving the shelter of the Bastard The Younger, you had to come to the Redans and call the ship to Radovid, starting the quest "Service for Radovid." If this didn't happen because of mod/console teleportation, enter the following commands (top-down sequence) into the console:
addfact(q302_completed)
addfact(q302_post_mafia_completed)
addfact(sq302_start)
After entering the commands go to the ship to Radovid on the appeared quest. Then, getting off the ship, you can go for the desired pants :)
I went through the quest, but I still can't get there, everything is closed. But there is a new quest "Now or never". Do you need to go through it?
