You do not receive the quest (Assassin's Creed: Odyssey)

I destroyed almost all of the cultists, only three remained: the Master (Eye Space), the sage group "Eye Space" and the Ghost cult. I could not find the Master, so climbed on the guides, they said that in order to find it, you have to pass the quest "the Value of life", and this quest can be taken in the North-Western part of Attica. I have walked the entire attic length and breadth but never found this quest. Has anyone encountered this bug?
