Gigabyte G1 Gaming GTX 1070 Constantly high frequency

Hi all, purchased a gtx 1070, before that was the gtx 770. Are satisfied, the performance is just super. But it is not clear one point which is annoying.
So the crux of the problem: constant high-frequency with open apps like the browser (no matter what), Playclaw, Origin. Steam, etc., and the temperature is constantly kept around 45-50 degrees, if all applications to close, then the frequency falling to a minimum and the temperature is reduced to 37 grams, the gtx 770 was quite different - when running applications in addition to games, frequency chosen automatically, the temperature is always kept around 38 degrees. Guys tell me, is there a solution to this situation? Add a screenshot of GPU-Z, it's performance when open the browser with one tab blank.
