The problem with Xinput1_3.dll (Mafia 2)

Hello! Recently I reinstalled the OS. Downloaded Mafia 2 and after running popped up the error in the screenshot below. Before OS reinstallation all worked normally. And error occurs and Assassins creed (1, 2, brotherhodd), Batman Arkham City, God Father 2. How to fix?

or first check whether you have microsoft visual c++ 2005-2017
install directx c drive or the image of the game.
