In that location is a cave, which is not marked on the map, so it hides the Old Crank. It is located not far from another noted, i.e. between the sandy area with the Manticore and the Fort.

Add in addition to the above screenshot: to Orient in the shown location, so every time the cave is a little changes her location and she is not necessarily exactly where you specified, but close to it, in the area indicated on the map.
