The fact is that the Mysterious stranger is kind of a tribute to the original Fallout and Fallout-2. The original game at the time was issued by the company black Isle and its games were imbued with original black humor, Easter eggs and just some mystery. The mysterious stranger was in the game Fallout since the beginning. Initially, it is assumed that this Stranger just following GG at a distance and comes to the aid of accident (if there is sufficient level of success and the appropriate perk). There was it only in turn-based combat mode and left as soon as the fight was over. Talking to him was impossible. Could be a very strong helper in the early stages of the game and useless in the final. If the Mysterious Stranger was killed in battle during his appearance, he never appeared again ever, thus being a unique death character. No teleporters and other stuff was not, and never will be.
