Can't add new tabs in the Express panel

Hi everybody! Changed the PC, installed Opera Browser, and was confused by this question. At the entrance to the Express panel missing button + to add a new site in the quick access, just no images in the Express panel. It seems to have found a similar problem, allegedly, the Card itself sets the power saving mode, and because of this all done, but there was an example on the AMD card on Nvidia's nothing. Went to map settings and there is Opera, which is why it is added to the Manage 3D settings and delete from there its impossible. Same problem with Chrome, but in IE everything is fine edge. Also wrote that the problem might be the conflict between integrated graphics processor the main. Don't know what to do. (Browser re-installed) GTX1070
