The performance problem of the game. (Grand Theft Auto 5)

The FPS in the game always 38 with a small , sometimes it freezes (rarely)
while employed 3.1 gig RAM ,PERC plow 30 % , vidyuhi about 40% , the minimum setting. In other games everything is fine (e.g. edge lights primal , there are none to full , and 60-70 percent of all it is about 50fps)
