does not turn on the console....tilde

I have Windows 7 ultimate 64 ...4 core processor and the monitor is 1920 - 1080 but I have noticed I have not included the console, two flauto falaut 3 and new Vegas.....and in the stars 4 all the rules ...pliz help guys
