SMoKE patch the problem with fps (Pro Evolution Soccer 2017)

I downloaded the SMoke patch for PES 17 and began to test it. in the game I had a stable 55 FPS but after rebooting the PC was 30. WHY?

PC turned into a console...)))) Looks like Vsync is to blame, try in control panel (video card) to change the values
