Here is a way that works even on x64
Take http://x360ce.googlecode.com/files/x360ce.App-2.1.2.188.zip
Nastraivaet mapping of your device. It certainly does not work in the game.
Take http://x360ce.googlecode.com/files/x360ce_lib64_r766.zip from it is taken xinput1_3.dll and copied as xinput9_1_0.dll and x360ce.ini in the [InputHook] written

After this mapping in x360ce device not shown (what type that are pressed now), but Rivals swallows the device as a gamepad. An old Thrustmaster Ferrari GT 2-in-1 FFB wound up with a half-turn and life became much more fun. Don't know what there chasing cops (players, not bots), but the third one, the racer Behe they are torn to shreds.
In x360ce feedback turned off, Bo he has something broken. Some standard steering feedback with the game still running.

To configure the buttons under your controller you need to:
1) download the emulator х360се, set up, in the options put a tick on xinput9_1_0.dll
2) https://yadi.sk/d/1b3_piAEDWSSr download, unzip, paste to the root folder (where the shortcut to start the game), open with Notepad the file x360ce.ini and change the values in the rows A=, B=, X=, Y=, Left Shoulder= Right Shoulder= Left Trigger= Right Trigger=
Only works on the Label NFSх86.exe
