Problems with a discrete graphics card AMD

Laptop: dell inspiron 5555
Graphics card : AMD Radeon r4 graphics AMD Radeon R5 M335.
The problem is that discrete graphics cards and decides when to work, but usually it is a very powerful load and performance then weak if you reduce the graphics settings activates the built-in fps again, not a lot. How to make a graphics card work?

If catalyste specify .EXE obviously(Switchable Graphics), there's nothing he won't switch. And how do you think he can switch while the application is running?

A simple example in cs go high fps put 60 put low fps 20. Using exe does not always work.

What you're describing is usually done by software rendering, but I even doubt that cs go supports it.
