Run on PC (Grand Theft Auto: Vice City Stories)

Good afternoon guys, this problem really want to play GTA: Vice City Stories on the computer, preferably without an emulator and if possible, with Russian captions, could you tell me where to download and how to install. PS I'm the maker so if someone dares to help if possible and sorry for stupid questions
