The problem with normal start (Fallout 4)

Downloaded the Repack from hatab and installed the game without problems. First the problem is that the launcher could not determine videocarta. I did not pay attention and put everything to maximum speed, but saw that the maximum resolution it is possible to put 1280*720. Run the game and everything was fine, except the resolution and the game somehow start in a window without frames. Changed the resolution in the file Fallout4Prefs.ini and put it on full screen, launched the game but nothing has changed, for some reason, was delivered to the English language. In the file Fallout4_Default.ini is Russian. Deleted the folder in documents with the Prefs file. Started again and did the same thing(set the resolution and full screen) - did not help. Changed the game language from Russian to English and Vice versa - has not helped. Remove the game completely from my computer. Download Repack from Mechanics. Installed - the problem is the same. I do not understand how to solve it. Should be fixed in the window with the same resolution and if... the Game doesn't react to system files that I ruled on the laucher. Help, I have a whole week with this steamed...
