I will say a couple of hours ago, I downloaded the original incentive, and it also smell really good, and the game runs in 50-60 fps, and Katz-scene to 25 fps, I do not remember I think this never happened before.

Well, the original this is a known matter, but Cho remastered occurs is unclear. March they this bug is not fixed.
Found a solution to the problem
cut down vsync in the game
go into control panel nvidia
Include vertical sync-fast
Fps should be normal and in the game and in the cut-scenes.
