Lost skill points (The Elder Scrolls 5: Skyrim)

Hi all. Now on 80 level 78 skill points. As I understand it each level gives one skill point. Used different modes for the perks. How can I add the missing points? Or all is correct and 78 must be?

And I thought that with each level you are given 1 point.....0-1, give 1. With 1-2. 1.....Not?
