How to get the game stable 25 fps? (Mafia 3)

The game gives 15-20 fps,unstable.Sometimes gives 25-30 in the room.That eats so much resources?System cleaned,virus checked.What else can I do to get at least 25 fps,but stable,and even when you drive?The resolution was lowered to 1280x960,but not much help.

Actually his PSU is likely back to back runs without acceleration, often seen similar of ready-made assemblies in stores to mark-up the seller was the maximum. On the PSU, and the mother look in the least, unfortunately.
