Decreased knockdown weapons (The Elder Scrolls 5: Skyrim)

For the third time in the game dropped legendary skill of shooting and noticed that the damage was much weaker than in previous releases . Found that the standard knockdown of all weapons dropped by 40% . What can be the reason ? When you reset the skill , knockdown weapons should not be changed . No negative effects of HS no .
