Turned on survival mode - so don't complain. This is one of the limitations of this mode of difficulty.

Open the console, click on NPC, enter openactorcontainer 1, open standard sharing interface. Close the console, do the inventory of the NPC is all you need.
Not at all! :-) Is there a way to mod in a sniper rifle, allows you to manipulate the inventory of any NPCs:-)
