2e problem: FPS when shooting, percents and video is not downloaded fully (Counter-Strike: Global Offensive)
My PC: AMD FX 8320, R9 270x, 8gb, SSD, monitor 144hz, cs go1. Drops FPS when shooting to 100 - severely hampered, earlier on the same comp, this was not.
2. The CPU is loaded only 50% with minimum graphics settings, the graphics card is less than 50%, fps small.
Tried to demolish and to reinstall cs, steam, windows. I read a bunch of useless tips on the Internet.

I have the same problem. Can't get rid of tutterow on the graphics card Radeon. On GTS 450 1024 to play pleasant, smooth gameplay, but fps does not exceed 160. Video card Radeon R7 360 fps hews to 250, but stuttery wildly annoying.
I suggested that we need to update the drivers for your chipset, but it did not help.
