Why all at once to pump? (Sleeping Dogs)

The point is that began to play was the first mission I was given an apartment and then began the theatre of the absurd... Just gave a bunch of XP for the performance I immediately pumped almost all the skills well, except two or three. That's how it should or that I have some kind of bug? Just what is the point to give up so much of the ability to pump all at once after the first mission?
