To run the launcher and start the game, go to game folder *Steam\steamapps\common\Fallout 4 and rename the file Fallout4Launcher.exe for example, in Fallout4LauncherOriginal.exe. And file Fallout4.exe - in file Fallout4Launcher.exe.
