If you want to. However every case will be to remind you that you did the wrong thing. And relationships by the end of the game, it is advisable to pump at the maximum (or almost).

I took the side of the rebels. Relationship with him has deteriorated to the max and he promised to go.
When I took the Spire, then ORDERED him to stay (like the FEAR it needed). He left with the words I do Not want, but since you're the arbiter, then I am compelled to obey. I have now Fear to the maximum, and Fidelity to 3.

You can take Barika after capturing the hall of ascension, then any fear will be completely gone.

You don't even have to intimidate, you can convince if pumped Knowledge. In General, this skill often in the game helps, especially for complex choices. The smart arbiter will always find a reasonable solution to the problem.

importantly it to the Turon in the end do not take it if Ashe had to kill.He will be there in a stupor to mumble and you do not fit,and turnips there need from party members (3 at least),if the Turon will want to recruit yourself.
