Bug when shooting rifles (Fallout: New Vegas)

Shooting from the sniper, right in the crosshairs right in the torso! Alarm goes off, the mob is taken away the unity of HP, if not nothing is taken away. What the hell? You can then do a couple more shots and nothing helps either VATS or reloaded saves. With automatic guns all the rules.

Is there a way to fix it? They write that outside of vats the game uses hitscan instead of projectile method. On the nexus there are mods that disable hitscan and include projectile for weapons. Is this it?
