Non-working sanitation? (Total War: Rome 2)

Construction of sanitation needs to improve Ls. the order for each move which I have not noticed and that is the reason for the growing discontent of the population and the number of topics on the forum about this.

Apparently there is a limit on the count is happy for sanitation. for example not more than +10 on the 2nd level of the building. In General, about this also complain off. the forum - encyclopedia carries too little information, especially in some articles.
