Their location is the source of many disputes and speculations, but two facts are well known: almost all the Spires built next to the Old Walls (your Mountain Spire – a curious exception), and in almost every culture that existed prior to Kairos, there are myths about the builders of the Spires. I think in Tiers commemorate the "Old Kingdom", where was born the creators of the Spire and the Old Walls... but for sure it is nobody knows.
