Task bar does not extend

When you run the browser in maximized full screen state( it maximized, not full screen) and in some applications, the task bar does not appear when lowering the mouse down (I use autohide). How to deal with it (other than to disable itself hides the panel)?
Scoured the Internet result 0. Solutions for Windows 7 I do not help. The system Win10Pro. Problem occurs after some time from system start-up.
PS If you omit the mouse, we can see that the panel extends, but it still covers (I noticed in Steam-e).
