1 license on 2 computers (Age of Empires 2 HD)

Happy New year to all friends!
I am interested in 2 questions.
First, I heard somewhere that you can quite legally install one license on Steam on 2 computers at home, in advance noting somewhere that this is a home LAN and there is no fraud. Really??

If I'm not mistaken, it is in Steam Family sharing, but if you are running on a single PC that cannot run on another.
