1 license on 2 computers (Age of Empires 2 HD)

Happy New year to all friends!
I am interested in 2 questions.
First, I heard somewhere that you can quite legally install one license on Steam on 2 computers at home, in advance noting somewhere that this is a home LAN and there is no fraud. Really??
And the second question, in the latest version of the game have changed the interface of a network game, and now I can't find there the possibility to play over LAN, that is a game for home LAN, there only through the Internet. Removed this function??
