Not working skill points (The Witcher 3: Wild Hunt)

Who faced with the problem of not working skill points? Can't swing it. Available only in basic yellow (health and capacity of the bags) and mutagens. Red, blue and green did not react at all.

Re-installed the game - useless. New game (not plus). Version 1.31

Do not react - to what? It is not clear anything yet. The game is from steam-GOG, or torrents?
While nothing is clear - I can advise to pay attention to all Microsoft .NET Framework and Microsoft Visual C++, which is in the installation files.
