Please help, I have a console registered in EN region I am right now in Germany, if I'm going to buy the card ps plus and comes home she will work in a different region of Germany?

The console has no regional restrictions, the restrictions have only accounts. As I understand it only comes down to available methods of payment/replenishment. If you buy a map for EN ps plus account, you can anywhere on earth to activate it on your RU account. The German card is probably not activated.
