Windows is long loaded at inclusion

When you turn on the computer kind of long boot , and then just a black screen, after some time everything is loaded, but on the desktop all the log folders are loaded for a long time.

In games like the rules are all under 60-90 fps, but the comp... Sometimes 2 times to start.
