I met ruby in the first Chapter. (Final Fantasy 15)

I'm playing on normal difficulty, so ruby won't be there for me, but when I reviewed the photos taken Promto, one of them I stood on the beach and listening to the radio, and two meters away from me stood ruby, during the photo session I didn't notice him. It happened on the second hour of the game, in the first Chapter. This is a bug, or a reasonable plot, because ruby's still early in the game said we hardly see each other, can someone explain without spoilers (I'm on 3rd Chapter). That photo will try to attach as soon as possible (again, nvidia GF covered).
