Lag online (Grand Theft Auto 5)

PC - 2060, r7 2700, 16gb (3200)
The desired result is a full HD, ultra graphics, msaa x2, at least 60 FPS.
When placing these squats graphics lag. In the city the FPS can drop to 40. Outside the city the situation is better.
Now tell me fool what to do? Brand new computer and lag. Temperature does not exceed 70 degrees.
Can something tell me? There is something to disable/enable.
And do not say that I am the GREATEST king, allegedly snickering. And want, something impossible. 2060 is the same as 1080, and 1080 is the same 1070ti.
I just want to play, not uspomena HD 7870 with Athlone x4 740.

It's rocky broke something in the game, before on GTX 1080 and played below 60 frames is not seen, and then recently went to the game and see the same drawdown to 40 frames.

Can be included the scale of the resolution of the image in the advanced graphics settings?
