Background service

Background service steam SteamService.exe wants to work separately from Steam, and runs at system startup.
Windows stupidly does not give, writes that if service is not required then it stops (something like that).
The result is this nonsense that every time you run steam, after a reboot, there is a check installation.
With other launchers the same canoe (origin, Rockstar, etc.). Although the startup are clearly spelled out.
In General, I so understood that Windows just does not work all these background processes, since it considers them not needed.
What type is the same to accelerate the operation of the system. Vin10 64bit build 1903.
