Can't pump the fatal shot (Assassin's Creed: Odyssey)

Please, prompt, who knows.
1) what is the difference of "+ x% health for all seafarers" and "+ x% health to all team members"? First - only for sailors (rowers, archers, "the cutlass"), and the second - only for a crew of heroes to 4 maybe?
2) Devastating shot (far right in the second row from the bottom) not able to pump to the second level: writing "run more tasks of the company", although it was sent to Pericles. Or later the bug still open?

2) even though I passed the game, but very hard to remember. But it seems you just need to go further in the story

Thanks for the reply. And about the new skill levels: is there more to the island before Pericles was dragged, where the hero's spear became his "key" to unlock new horizons, i.e. levels of skills for the "soul" of the cultists.
