Freezes mouse (Fallout 2)

I play the Steam version. Most often, the problem appears when I choose from two options: to Play Fallout and Play classic Version first, then, the game has a terrible hang mouse, accompanied by subsidence fps. Tried to propiciate and install the mod on high resolution, but nothing helped. Alternative the situation with the old version, everything is fine, but the resolution is very low. Please advice to solve this problem. Thanks in advance.
