Well, it's either the motherboard covered, or the chip (bios).
Given the fact that the motherboard you have an old (yet b75 chipset) I would not spend money on its repair. If you have a friend, who find chip and flasher, which will flash and replace the chip just so you can try. In any case, I would not have to spend for the repair of that motherboard is more expensive than 10 euros.

Bios chip with the chipset are powered from one circuit... a Lot of cases where another crappy PSU, like Invader, were given high voltages and left, while taking a motherboard.
