Bug with Royal assassin (Dishonored 2)

Generally cured Hypatia, but the quest to bring down the watchtower nope. If the display still says, like you are still incomplete. Kill Hypatia quest still does not appear. Back on that electric transportation is not to leave it jammed. From the very beginning Locke pass no sohranki for this (never killed anyone).
